Low pressure, : Water leaks out of the vessels and can not be pumped out of the legs due to low pressure. Low pressure also reduces the blood flow to the kidneys, resulting in activation of hormones that cause fluid retention.

If the heart: Is failing then it will not accept the blood returning from the feet as the pump is not working so well, so there is "backed up" blood and this is found in the feet, gravity of course doesn't help the situation.
