See below: Sounds like a cyst of salivary gland in lip aka mucocele. Benign. Fp/ent can treat it. Trauma to lip can cause them; can recur if not removed completely.

Mucocele: The lip blister may be a mucocele, which is a backed up minor saliva gland. The gland has been pinched off or blocked, possibly due to biting lip. It fills up with fluid froming a bubble or blister. It can rupture and go away or reappear. Not serious problem.
