Qualified yes: No blasts in pbs is much better than the alternative, however, that does not rule out malignancy of the blood system. Depending on your symptoms, signs, other findings, it sometimes requires examination of the bone marrow to be sure. Please keep in touch with your doctors, as it is not clear why was pbs ordered in the first place.

No blasts: Blasts refer to leukemia cells. If a report says no blasts, the pathologist or hematologist does not see any leukemic cells. Well, it depends on what the other blood cell parameters show. But if no blasts, good sign. Hope this helps.
