Dementia: Sounds like impairment in cognitive & executive functioning as part of dementia, where immediate recall & short-term memory loss exist, but long-term memory of remote past (place she lived in long time ago) is still intact.

Memory issues: Your younger sister could be having memory issues that are common with various types of dementia. If this is a very recent development, she needs to see her physician asap in case this is a more acute medical condition causing mental status changes (delirium). You and maybe other family members can help her get an evaluation for this, and receive any care she may need.

The two most common reasons are dementia, like alzheimer's disease, or delirium, which is confusion caused by many different things like an infection or a medication side effect.
