Inclusion cyst: It sounds like an inclusion cyst. They appear and then typically don't change. They are usually painless and don't require treatment. Have it checked next gyn visit.

Well: Its likely an inclusion cyst, just involving the skin. That would be my first answer. It's unlikely serious but u may wanna consider getting it examined. It's unlikely a malignancy in that the incidence of vulvar cancer is very low.
