Not entirely: Because you had a hamstring injury in your upper leg, you have had to rebalance your walking- this imbalance can lead to muscle fatigue in other muscles. The other thing this might be is a condition called shin splints, this ususlly requiresanti-inflammatories and therapy. To be sure consult your podiatrist.

Tight muscles: Hamstrings and muscles in back of leg may be tight: this can especially true after an injury such as the one you have sustained. Have you had any physical therapy? Stretching might help but check with your doctor first.

Shin splints: If you have pain to the anterior aspect of the lower leg, this is most commonly associated with shin splints. This is where the shin muscle starts to tear away from the shin bone. This will lead to severe pain when you try to walk. Try to ice and wear some sort of orthotic insole. Please see your podiatrist before this gets worse and debilitating.
