Too High: This is unusually high. I have never seen a value that high. Get a confirmation test with your doctor. Your machine could be giving you false readings. What is your fasting sugar? What is the range of your sugar reading? How do you feel on daily basis? Are you following a strict diabetic diet? I recommend a visit to your doctor for some lab work and maybe additional education on diabetes.

See Doctor: Hemoglobin a1c is a measure of your average blood glucose level over the past 3 months. When the a1c value is 12% then the average glucose is around 300. If your value is 19.8% then your average glucose is extremely high. You should see your primary care physician immediately for a confirmation of this result.

High sugar or wrong: Hemoglobin a1c show average daily glucose levels over 3 months. Hemoglobin in red blood cells change when exposed to glucose. The cells are counted to determine a level. Diabetes with a hba1c of 7 or less (average glucose <120 daily) is well-controlled. A 19.8 test result may be wrong or glucose levels are dangerous. See your doctor asap to get reliable results and begin appropriate treatment.
