Heel pain : More often than not is plantar fascitis until proven otherwise. So ice it, wear an arch support, stretch, massage the bottom of the heel, take an antiinflammatory, if pain persists see your podiatrist or foot and ankle orthopedist.

Need more info: Have you had trauma? Do you have underlying illnesses such as vascular disease, diabetes, autoimmune conditions, gout, etc.? Is the area tender or just painful? Is it swollen, red, warm to touch? Before recommending therapy it might be beneficial to see your family doctor and have this examined.

Heel pain : Is often plantar fascitiis, however, this is not usually described as continuous. Anytime, a symptom or compalint is unusual in nature, i would recommend an evaluation by podiatrist or orthopedic foot and ankle specialist.
