Needs Investigation: Hard to say with this limited info. You need to see a dr. Asap. This could be anything from a minor condition to a problem called an acoustic neuroma. You will probably need a MRI of the brain to sort this out.

Could be migraine: The symptoms you describe can be due to migraine headaches. They can be associated with ringing. There are other potential causes such as an acoustic neuroma which should be investigated as well. If yous symptoms persist, you ought to consult with your physician to have this evaluated.

Depends on cause: Tinnitus is abnormal if it is constant in only one ear, constant in both ears but much louder on one side, pulsing with your heart rate, or associated with another ear symptom such as hearing loss, vertigo, etc. You don't give enough info but tmj, neck spasm, migraine, and tumors all can cause headache and tinnitus. Suggest you consult with ent.
