Yes: Any doctor can refuse any insurance at any point in their career. With medicare, the rules and reimbursements change every year and there is no negotiation between individual doctors or groups and the government. So, many doctors are dropping medicare altogether - that is legal under the law. The doctor must inform their patients of this and give them time to find a new provider or pay up front.
