No, not related: Penile cancer is not very common, but a bad thing to have because the treatment might include cutting off part of the penis. A person should see a doctor whenever there is any unusual change on his penis. Yeast infections on either the penis or in a vagina are mild problems that are treated with anti-fungals. A yeast infection does not cause penile cancer.

Not really: A fungal (yeast) infection of the penis if left alone for a long period (years), may be associated with hyperplasia, which along with additional factors, may ultimately lead to dysplasia and then cancer. However, hygiene and circumscision are two factors known to be associated with a decreased risk of penile cancer. Hpv is a known increased risk factor for cancer development.
