Very soon: When the bone is broken through the joint it leave scar when it heal, which means the joint not smooth any more that cause arthritis (traumatic in type) that happen right away.

8-10 years: If you have a wrist fracture that does not heal or heal with displacement or angulation than you could develop arthritis but the natural history is to take 8-10 years.

Depends: If the wrist fracture is particularly severe, arthritis can set in very quickly. For fractures that are well-aligned, it could be many years before arthritis symptoms develop.
