Depends : It really depends on what you mean by dangerous. Both procedures have significant risks to both the mother and to the child. Breech vaginal delivery is incredibly dangerous, and thus either a version or c-section is far preferable. Honestly, the risks from the other two procedures depend very heavily on the person performing them, and should be discussed with your OB directly.

Safer for baby.: There is no question that a prelabor cesarean section is safer for the fetus than attempted external cephalic version and trial of labor. Having said that, however, a cesarean section is slightly more dangerous for the mother than a successful vaginal delivery (one excess death per 10, 000 births), although one can never accurately predict which women will have a successful trial of labor.
