Level not theraputic: If you only had one seizure and your Dilantin level is 3.1 and you have been free of seizures, it seems you can come off Dilantin as it is not doing any good. The therapeutic level of Dilantin is 10 to 20 ugm per dl.And yours is much lower than that. Talk to your doctor or neurologist if you need to continue the mdicine or you can stop it , i would think you can.But consult your doctor.

Probably not: Initiation of antiepileptic treatment is based on the probability of recurrence of seizure. It is an usual practice that once patient remains seizure free for two years, follow-up eeg is performed. If this eeg turns normal, often times, can antiepileptic drug be safely tapered off.
