Yes: Over the counter pregnancy tests, unfortunately, can give false negative results. Elevated HCG at 7 weeks pregnancy should be able to be detected by most pregnancy tests.

Ultrasound: At seven weeks you do not need a urine test. Fetus would be visible on ultrasound. If have any concerns, get an ultrasound examination. Wish you good health and a healthy baby!
