No: It is possible to have both bipolar disorder and/or substance abuse problems. Each may fuel the other so a person with bipolar d/o may be more prone toward abusing drugs and drugs of abuse make bipolar worse.

Bipolar: Your question specifies two separate phenomena, the first being a drug user, which is a substance abuse/dependence disorder, and bipolar, which is a mood disorder. The terms are fundamentally unrelated. That being said, often bipolar sufferers will use drugs or alcohol to self medicate, often with explosive, or even lethal results.
