No: It is possible to have both bipolar disorder and/or substance abuse problems. Each may fuel the other so a person with bipolar d/o may be more prone toward abusing drugs and drugs of abuse make bipolar worse.

The terms are fundamentally unrelated. That being said, often bipolar sufferers will use drugs or alcohol to self medicate, often with explosive, or even lethal results.
