Usually no reason: After a successful surgery there is no reason to remove them unless there is an indication that one may be backing out or some other instrumentation failure that may put orher neck structures at risk. Just to do surgery for the sake of wanting them out carries significantly more risk than leaving them in.

Not needed: The instrumentation normally does not require removal. However, if warranted, it can be removed.
