Don't think so...: "swelling up" as in the fingers, hands, feet, and lower legs becoming fuller in hot weather is usually due to more blood flow to the hands and feet. This is called vasodilation, and occurs when a person is hot. His body sends more blood flow to his skin (including the hands and feet) because that helps cool his body down. It is not considered a sign of high blood pressure.
