Doctor can look: Spots, bumps, and rashes are hard to describe so an exam is usually needed. Small children (young children) can get bumps from eczema (sensitive skin, dry skin), from stepping on sharp or rough surfaces (they often go barefoot), from tinea (athlete's foot fungus), from bug bites, etc... If bumps are not painful and not oozing, then over-the-counter Hydrocortisone can help until the doctor sees it.
