Dermatologist: White flakes on the outer ear skin (pinna) most likely represents a form of seborrheic dermatitis. This scaliness is the result of dryness, and is usually successfully treated by a dermatologist. If the flakes are in the ear canal, the same diagnosis exists but can be treated by an otologist.

Hydrocortisone cream: While i agree with dr joel completely, it might be worth a try to use some over the counter Hydrocortisone cream once or twice a day for a week to see if that doesn't resolve your flake issue. If it does, use it a couple times a week as needed. If it doesn't, get to a doctor to have it further evaluated. It's best not to use any steroid cream, even hydrocortisone, daily long term however.
