No: It means that the girl had to have started puberty by the time she was 5-6, most likely. Precocious puberty is defined when pubertal development begins prior to age 8 in girls. A menstruating female has been long into puberty. This requires a pediatric endocrine evaluation. Please discuss with your child's pediatrician. There could be something seriously wrong.
