Wouldn't think so: A totally sealed over hymen is not broken by menstrual flow, but can cause chronic abdominal pain.Surgical care would be required. When the hymen has a normal opening or openings, the menstrual blood will flow at the rate permitted by the opening. Girls can be born without, have a minimal hymen, or break it during childhood from one of many activities, menses is not one of them.

No: The hymen does not break with menses. The hymen is a tissue will normally has small openings which allow menstrual blood to flow through. The hymen may ruptured due to trauma such as a fall or the use of a vaginal device such a speculum during a vaginal examination. A woman is still considered a virgin until the first intercourse even if the hymen is not intact.
