Not exactly: Oxytocin blocks fear, panic, anxiety and other obsessive negative emotions from entering the emotional centers in the brain. It does many other things but it does not create emotional bonds but when you are in a place where it is emotionally safe to form social bonds it naturally follows that those bonds can be created.
