Yes, to an extent: While people with dark skin are more protected from harmful ultraviolet light, they are not totally protected from skin cancer.

Yes: The extra melanin is used as a natural sunscreen to protect the skin from uv damage. However, even dark skin can burn with excessive sun exposure and undergo the damaging effects of the sun which lead to premature aging.
