Many reasons: Carcinogens may be naturally occurring, or man-made. They are ubiquitous in our environment and cannot be completely avoided. They are allowed because they cannot be completely removed, and in low "doses" may not be harmful. That being said, it is a good idea to limit exposure as best you can.
