Why would pure oxygen make you stop breathing if respiratory distress?

Unusual: Some patients with chronic respiratory failure don't have their respiratory drive due to co2, but low o2 instead. Raising the o2 level theoretically can cause respiratory drive to fail. This is controversial however and there are other causes that can create this situation.
