See below: It is where the muscles or nerve to the foot and leg are damaged and the toes cannot be lifted off the ground towards the leg without assistance.

A problem with : A nerve which causes the foot to not function properly, so that the foot will no longer extend upwards and it will now sometimes drag on the floor as the foot has "dropped".
