Length Discrepency: You should see a podiatrist about a specialized shoe or brace to correct the limb length discrepancy. Find one that can do gait analysis, a computerized analysis of how you walk. Once you correct this length discrepancy then you will find your gait will change and you hip should move easier.

Not unusual: Most people have a difference in muscle balance and joint rom. Focus on trying to stretch more on the shorter side and increase rom of your hips. If painful or you aren't getting anywhere, seek the advice of an orthopedist or physical therapist.
