Very possible: After a stroke often one side of the body can be weaker and that side usually will have that swelling you speak of, this is because the muscles are not working as they used to as they become somewhat paralyzed. (sometimes it isn't so bad, other times it can be.).

Sometimes: If the stroke affects the entire lower extremity, than as the muscles contract and the brain and neurological activity affects that side, you can have swelling in the foot.
