Depends: If you put the issue in various settings it varies with the setting. If you take a drink & it relaxes you, some of the tension that triggers hormonal/nerve effect on blood pressure it can actually reduce blood vessel constriction and blood pressure. This could facilitate flow. After the initial effect, more would not. If you drink enough to crash your vehicle, your blood flow may stop altogether.
