Inability to say no.: People with impulse control disorder are unable to control their impulsive actions, even if acting on the impulse will knowingly lead to unpleasant consequences. We all have impulses. It's not a disorder unless acting on those impulses frequently begets bad results, usually not immediately, but eventually.

Hmmm ?ADHD: Impulsivity is doing or saying things without thinking. This might be physical, emotional or intellectual. Interrupting someone in conversation, jumping to conclusions, a child running into a street without looking, cutting someone off in conversation to finish their thought. These are typical impulse control problems. Spending without thinking, sexual encounters done randomly - again impulsivity.
