Yes: The fracture should stop hurting after it is set. Most all pain will go away after it is healed.

Yes: When it is set properly and fully healed, the fracture pain will stop hurting. If the fracture is not set in a good position, then there is constant pressure on the surrounding nerves that leads to your pain.
