Constipated?: Do you mean you are constipated and can't have a bowel movement? Hemorrhoids don't keep you from being able to have a bowel movement. Sometimes they can be very painful, so defecation can hurt and you might not want to go to prevent the pain, but they don't actually keep you from pooping. On the other hand, constipation (and bearing down a lot) will cause hemorrhoids.
