No: Your neck length is defined by your internal anatomy and, although there are machines and techniques out there to help "stretch" your spine (like traction devices) these are temporary and not permanent solutions. Surgery of the spine, depending on your condition, can, in a sense, potentially make you taller and elongate your spine if you have a medical condition that requires intervention.
