Orthotics are used: To stabilize/support feet that flatten out to excess. In severe cases, there are surgical procedures for dealing with it. If you are asymptomatic, then treatment isn't always necessary. You can't create an arch where there wasn't one, at least not without surgery.

Yes: Do they hurt? Are they causing any problems now or potentially in future? The answer to these questions as well as the severity all play into treatment. Treatments range from simply more supportive shoes or arch supports to surgery in extreme cases. Most often getting more support for the feet with shoes and inserts is the long term treatment.
