IT DEPENDS: If you are diabetic you can have headache but not stiff neck due to hyperglycemia. Headache and neck stiffness occurs in infectious illness like meningitis, otitis media, etc.

Possibly: It can happen, but the best way to evaluate in your case would be to keep a pain/food/beverage diary for a few days and monitor your symptoms. Write down everything as accurately as possible and if you do go in to see a dr., then bring the diary in with you to help with your history.
