No: Unless you are taking steroids, it might exacerbate water retention.

Early No/late maybe: End stage COPD may cause cor pulmonale of CHF secondary to copd. The CHF gets decompnsated with sodium and fluid intake.

Not directly: Sodium intake usually affects hypertension. If blood pressure is not controlled, that may make breathing harder, not directly related to copd. If the COPD patient has carbon dioxide retention they should limit their carbohydrate intake.
