Probably not. : Many patients with completely normal circulation complain of being cold. One can have a different tolerance too cold that can be related to many problems that are not related to circulation, like the thyroid gland. Other conditions involve abnormal responses to cold temperatures like raymauds phenomenon. A thorough history and physical could quickly steer you along the right path.

Many reasons: The sensation of cold or hot is dependent on many things. We are a complex bunch of chemical and electrical reactions that are controlled by many systems including circulation (atery/vein), hormones (thyroid), nerves (brain or peripheral) and of course, our skin. Feeling cold can be due to many things. Putting on a sweater is cheap. Seeing a doctor is smarter.
