No: I cannot recommend over the counter fat burners, the active ingredient in many of these products is very high dose caffiene which could cause problems.

Yes: Orlistat simply will block some dietary fat you consume. Not sure what "fat burners" your referring to. I really don't know of any over-the -counter fat burners that live up to their claims. The best fat burner is exercise and reducing the sugary carbs.
