Technically maybe: It is possible to be walking on a fractured heel if it is a stress fracture or an inter-trabecular fracture. It would feel as an annoying ache and dull constant pain. A ct scan or MRI is definitive imaging to diagnose.

Plantar fascitiis?: Did you suffer some type of trauma? Often severe heel pain can be caused by plantar fascitiis. If your able to walk on it that would be my first thought. Of course x-rays would be helpful to rule out a fracture if one is suspected.
