Fungus: It sound like a fungal infection. Tinea capitus with kerion will feature this. Be seen for an exam and diagnosis.

Seborrhea?: It could be seborrhea, which is often treated with an antifungal shampoo (e.g. Ketoconazole/nizoral). You should probably see your doctor or a dermatologist.
