Yes, but............: There are medications that can do this, but the bigger question is: why would you want to? Bringing on puberty early is not without significant physical and emotional problems, such as short stature. Unless there is reason to suspect an underlying medical condition that will affect puberty it is best to let nature run its' course.

Time....unless: Your puberty does not start beyond what is expected for age/gender (males can be late up to 16 or 17yrs whereas females are considered late if no sexual characters by age 14. A pediatric endocrine specialist can help if there is concerns.
