Depends: This is a very general question that is not answerable directly because there are many types of speech problems. Strokes, seizures or tumors, also developmental disabilities, and neurological diseases such as multiple sclerosis can all cause speech problems and there are many others. Speech is different from language and many people often confuse a problem with one for a problem with the other.
