Short leg: Depends on where the shin pain is, front, inside or outside leg. If only one leg and i assume on the inside of the leg, you may have a short leg. Your foot rolls in and that causes the muscle to work over time to stabilize you. Wearing heels raises the angle of your feet and puts the muscle in a different position so it doesn't have to work as hard. I would recommend seeing a podiatrist.
