Sure, but . . . : In order to be addicted (that is, dependent) on nicotine, people need to show a problematic pattern of substance use, which leads to impairment or distress. Very infrequent use of cigars, while risky, could be done without developing tolerance or withdrawal symptoms, hallmarks of addictions. Unfortunately, cigar smokers often begin celebrating more often and become addicted, risking their health.
