Orthotics: Arch supports or orthotics may be necessary. It depends on what problems the teen is having. See a podiatrist.

Orthotics: Unless the teen ager is having pain, i would recommend orthotics. There is always the possiblity of surgical treatment for this condition, but as a rule stay conservative.

? symptoms or not ?: There are some kids/adults with flat feet that will never have related symptoms in their lifetimes, so if it isn't broke, why fix it? Yet some will gradually develop symptoms in childhood or as they gain muscle mass & weight.Relief may be possible for some with otc shoe inserts but many will benefit from professional inserts designed & fitted through a podiatrist.
