Yes: It is usually the wiping. Diarrhea can cause you to get hemorrhoids which are even more sensitive to wiping. First, fix the diarrhea. Second, use premoistened wipes, not dry toilet paper. If you can use a bidet, even better. If your symptoms persist, its time to go see your doctor and get some help!
