Phimosis: Soiunds like you have phimosis, where th foreskin is too tight. This is easily treated depending on ur age and desires. See a doctor as it won't go away with intercourse and may actually make intercourse painful.

Nope: The foreskin is a protective layer that can sometimes be too tight to allow the erect penis/head to emerge completely. When this happens, the "purse string" of tissue holding it in has grown that way. To release it a procedure will need to be done by a surgeon or urologist. Do not try to force it or it could trap the head & cut its blood supply.( amputating the head) Go see your doc.
