WATER OR SOAP?: Could be several issues like your water in your town is hard meaning filled with minerals causing dryness or your soap is too harsh. Use a milder soap like ivory or aveeno (oatmeal) and consider getting a water softening system. Many soaps that are antibacterials may cause dryness and should be limited in their use just washing the hands.

A bath is fine: Yes. Taking a bath or shower is fine, on any day of the year. There is nothing in one's routine, daily life that needs to be stopped or skipped just because of menstrual bleeding.
