Many possibilities: 90% of girls in the us start menstruating by the time they turn 14. If you are 18 & have not yet started having periods this is a sign of primary amennorhea. There are many possible causes such as hypothyroidism, pituitary problems, genetics & nutrient deficiencies. I advise seeing a gynecologist or endocrinolgist for evaluation.
